There are two things that may help.  First, when you save as PDF, click on the Options button and check your settings.  You may need to select a higher DPI value, but if that doesn't fix it take a look at some of the other settings.

If that still doesn't fix it, try printing to PDF instead of saving as PDF.  That often fixes issues, though it doesn't seem to be as big a problem as it was 10-12 years ago.
